To Mr. Ban KI-MOONSecretary General of the OrganizationUnited Nations (UN)United Nations Headquarters10017 New YorkUSAFax: 00 1 212 963 4879
Paris, August 21, 2012
Concerning: the situation in Côte d'Ivoire
Mr. Secretary-General,
Let me send you this letter to draw your attention to the situation in time to the territory of the Republic of Côte d'Ivoire. The signatory of this letter that I am not alone, millions of Ivorians  recognize thmeselves in my approach.
While the United Nations (UN), your institution is pleased to have helped bring "democracy" in Côte d'Ivoire, a state of lawlessness has been installed in a few months in the country, where the new authorities have erected arbitrary and totalitarian mode of governance.
My country lives under a regime of repression: human rights are violated,refugees
are attacked in their camps, kidnappings and disappearances of young people accused of supporting the opposition party are legions, hunted and eliminated opponents, social rights and economic violated (abusive and systematic confiscation of personal property), etc..
 hundred political prisoners and thousands of civilians remain detained without trial and inhumanely treated in prisons antechambers of death, where they undergo torture and abuse of all kinds. Dozens of soldiers (ex-DSF loyal to the  overthrown regime ) are arbitrarily arrested or subjected to extrajudicial executions.
Democratic expressions are hampered with bans on demonstrations and raids against the headquarters of political parties and opposition newspapers routinely forced by administrative decisions to suspend their publications.
Mr. Secretary-General,
Since 11 April 2011, the Republican Forces of Côte d'Ivoire (FRCI) of Mr. Alassane Ouattara, and paramilitary militias that support it, exercise a reign of terror throughout the country. I would like to report:
- The attitude of the Government, which has plunged the Ivorian population into an
unimaginable life of insecurity and misery ;- Arbitrary arrests, abductions, disappearances, imprisonment and murder of those who preach true democracy and demand the respect of fundamental freedoms;
- Abusive and systematic confiscation of personal property, the prohibition of any public meeting, retaliation against all who dare to express their discontent or opposition to the regime who currently heads the Ivory Coast with the support of some Western powers.
Mr. Secretary-General,
The Ivorian people have suffered too much in the indifferent silence of the international community, particularly the UN and the media. For this inquiry, I ask your institution to intervene with the Government of the Republic of Côte d'Ivoire to:
1 - that the principles of the Universal Declaration of Human Rights are respected and applied without restriction throughout the Ivorian territory;
2 - to immediately stop arbitrary arrests and abuses committed against innocent civilians, leaders and supporters of the opposition;
3 - create an impartial international commission of inquiry, in conjunction with organizations defending human rights, to investigate serious violations of human rights since April 11, 2011, including the existence of death camps and other torture centers FRCI, and put an end to impunity for those responsible and sponsors;
4 - to unconditionally release political prisoners and young people detained without trial and inhumanely treated;
5 - to facilitate, under the aegis of the President of the Commission of the African Union (AU), the opening in the shortest possible time a genuine political dialogue with all opposition representatives, anxious to establish their country rule of law and a climate of lasting peace;
Mr. Secretary-General,
Only your personal, non-partisan involvement can help build trust between the Ivorian authorities and the opposition. Strong action on your part can be beneficial for the future of Côte d'Ivoire.
In the hope that you will give special attention to this call,
I beg you to accept, Sir, the assurances of my highest consideration.
Toussaint AlainFormer adviser to President L. Gbagbo
