On April 11, 2011, Laurent Gbagbo, whose economic performance have helped the decision point of the HIPC process is stopped with Mr DACOURY Tabley, the former  head  of the BCEAO, among others imprisoned for economic crimes.
All members of the government headed by one of the greatest economists of Africa, Professor Gilbert Marie AKE NGBO, elected President of the University of Abidjan, are prosecuted and others arrested for economic crimes. The last arrest by Interpol ACCRA economic crime is that the Deputy Minister for Budget, Justin Katinan KONE, master builder of the requisition of the BCEAO and reopened banks closed by SARKOZY during the crisis.

 
Which economic crime is it about ?Washington, June 26, 2012, the International Monetary Fund (IMF) and the International Development Association (IDA) of the World Bank have enabled the magic slate HIPC initiative as a great gift for relief debt.The full implementation of the debt relief will be about 6000 billion FCFA debt a residual stock of 2,500 billion CFAF.
However, it should be noted that residual stock of 2500 billion CFA francs would have been 1100 billion FCFA if the agreement was reached in 2010 under the presidency of Gbagbo. In the absence of data on the current situation of public finances, the most likely hypothesis is that in less than a year, nearly 1400 billion FCFA new debt were added to the remaining stock.(By Ouattara what a record breaking performance from an econimical expert from the IMF ?)

 
The bond  launched three months after the completion point, shows little influence on the HIPC financial health of the country and proves that the rain of billions(promised by Ouattara during the elections campaign) have been a tornado that took all on its passage. Côte d'Ivoire must continue to reach out to survive. The recent journey to the land of Mecca with drums and bowl in hand(The symbol of beggards in West Africa), following the many other trips, shows the return policy of the outstretched hand(The needy). At this rate, the debt of Côte d'Ivoire  quickly reaching the same level as before the reduction has no effect on the reduction of poverty(In the contrary).Considering this magic slate as having allowed a "great gift", as usual, let's start by saying thank you to those who have worked for it: donors, BEDIE initiator, Gbagbo master of work OUATTARA finalist, but as we live in a market economy, not an economy of charity, we all know that gifts do not exist! How this "gift"  really cost the Ivorian? And what is the real economic crime committed by the regime of President Gbagbo tried yet  as destitute by the International Criminal Court?To answer these questions, we will examine the origin of the money lent to Côte d'Ivoire, the main beneficiaries of the investments made with the money, the consequences and also prospects.

 
THE ORIGIN OF THE "DEBT"

 
On 19 September 1946, the deputy HOUPHOUET BOIGNY, said during the initial discussions on the establishment of the Franco-African community in France palace BOURBON:"France has no interest in letting us into the arms of misery and poverty"
September 28, 1958, Felix Houphouet Boigny, State Minister of the French Republic,   vote
the constitution of the Franco-African Community(Actually French African Colonies initial definition of the CFA is colonies Francaise d'Afrique) establishing a federation between France and its colonies. In 1959, the countries of West Africa are associated within the BCEAO (Central Bank of the States of West Africa). The four (4) principles of monetary cooperation between France and the Member States of the franc zone have embraced the spirit of the federation, namely the pooling of financial resources from that date until today:• Ensuring the French Treasury convertibility of currencies into euros issued by three banks of issue in the area;
• the fixed parity between the euro and the CFA franc;• Freedom of transfers within each subset;
• centralization of foreign exchange reserves.Independence in 1960 have retained the spirit and the letter of the Franco-African community with the firm conviction that "France has no interest in letting us into the arms of misery and poverty."(Common African naivety toward the Wes which the believe have a high moral standard) However, the liver of the Father of the Nation had a price. Because, in consideration of these principles and of this profession of faith, the central banks of the Franc Zone are required to deposit a portion of their foreign exchange reserves (65%, revised to 50% in 1999) to the French Treasury in an
operation account .
 The operation of the operating account was formalized by successive conventions between the French authorities and representatives of the central banks of the Franc Zone. The account receives deposits or term from the countries of the region. France up the resources that earn interest by lending operations (partly in Africa). Part of the interest is used to pay the operating account and the other party is at the discretion of French power which is found in the form of various subsidies (Ministry of Cooperation, military assistance to the rebels or Bank IMF, World, AFD, EU-ACP, AU, ADB, ECOWAS etc..). Compared to the operating account, the French treasury, thus operates as an investment bank and trade for Africa. It would have been easier to create such a bank in the WAEMU zone to have these enormous resources independently. But France has undoubtedly use arguments such as military bases to protect the  States, with the deficit frame of independence. Such a bank would have the advantage of being present wherever the need to trade would be felt especially in emerging countries.
The systematic confiscation of 50% (in fact more if we count the cost of  account services)of the foreign assets of the Côte d'Ivoire by the French Treasury and the free transfer of assets of economic operators in the Ivory Coast to France favored by the investment code which exempt the profits of multinationals, drastically reduce the public and private savings. This institutional and systematic confiscation of savings requires Côte d'Ivoire to borrow its own resources and confiscated.(This is the kind of crimes are turned over on those who stand against such injustice as we are seeing in Ivory Coast)
For example, the annual report of the Bank of France on the accounts of the BCEAO shows for the year 2010 (in CFAF billion)
- Operating Account: 3048. 978 FCFA- Due from banks: 335. 184FCFA
- Loans treasures 887. 886 FCFAThese figures demonstrate eloquently that historically, the contribution made by the French Franc zone treasure through the operations account is three times larger than the competition is the banks and the treasures of the WAEMU zone. It should be added that the balance in respect of income which is transferred 735.6 billion FCFA favored by investment codes. For France and the France-African, challenging this manna from heaven to the former colonies,  is criminal.(That's the crime of President Laurent Gbagbo and his government). Yet, the net external financing of the economy in the WAEMU zone for the same year amounted to 868.6 billion CFA francs according to the same source. The total amount of donations is FCFA 870.5 billion in total (+ funding assistance) 1738 billion FCFA. This represents only 50% of the amounts sequestered under agreements WAEMU.
It is clear that, by the BCEAO and the investment code, the CFA is exported to France and returned to us  in dollar or euro as debt and aid.(What an inhuman way of cooperation ?) At the time of  globalization where all countries  are seeking to improve their economic leverage to prevent their people to suffer the crisis, continuing to maintain a pact that has cost  us so much does no  more has sense. In any event, the sovereign peoples of the WAEMU never gave their opinion on these agreements involving their fate after independence, like the Europeans who voted in a referendum on joining the Euro. Mountains of funds sequestered by France since independence are  illegitimate. This is similar to a fraudulently acquired wealth by France on its former colonies in a federation that has disappeared since 1960 and whose foundations have become obsolete. 

"Debt" by Côte d'Ivoire to France, is part of the money taken in the treasury fund of Côte d'Ivoire in the darkness of the agreements signed within the framework of the Franco-African federation for the Afrcan to credit in the "sun of independence(A bait) ."It is the same with direct and indirect aid through the EU institutions (World Bank, IMF, EU-ACP, AU, ADB, ECOWAS, etc.).. Each year the Independent Côte d'Ivoire  devotes to repay this "debt" taken in his pockets, nearly half of its revenue budget by gradually preclude any possibility of public investment. The increase in expenses due to the state debt service, combined with lower export earnings cocoa(price are fixed by the West) eventually make the state insolvent. The inability of the state to deal with the debt service has resulted, since 1982 until 2002, nine (9) structural adjustment plans(This well known diabolical plan to appovrosh African countries rich in resources in order to bring to HIPC and overtake the countries) to find a solution to the debt burden. The stringency of measures has led to social crises and political crisis in 1990. Côte d'Ivoire is put under direct donors(IFM/WB and the mains financiers the multinationals)  who send in Mr. Alassane Dramane Ouattara in 1990 to President Houphouet whose health did not allow him to monitor the daily management of the country.

 
The tornado measures taken by donors under the leadership of Mr. Dramane Ouattara has had dramatic consequences in all sectors of the economy and led to economic expropriation of the state(By the multinationals as planned by the so called structural adjustment plan).Consider firstly the contents of the solution Ouattara and then, through the examination of certain key sectors of the economy we highlight the weaknesses and consequences of this solution.

 
Ouattara SOLUTION(which is fact the structural adjustment plan from the IMF/WB and the multinationals): The real economic crimeChanging the structure of the Ivorian economy was the stated objective of structural adjustment plans. The 90s  have seen accelerated the change in the structure of the economy to the private sector, foreign investment meaning the engine of growth where China and more generally in Asia and South America,
the choice were  for the combined strategy  of "one country two systems".

 
The privatization program was the solution Ouattara.The diagnosis made at the time by Mr. Alassane Ouattara to offer this miracle cure that has been exposed November 28, 1990 to the journalist of Fraternite-Matin  the fovermental daily  following a cabinet meeting is as follows:"Currently, the BPS has 140 businesses and institutions in which the state has invested more than 1300 billion FCFA in the 80s. This represents nearly 50% of GDP, that is to say half of the national production.
The operating results of some of these companies have not been able to perform well to match  the exceptional investment made by the Government to provide this important heritage.Companies in which the State holds at least 51% of the capital, generated cumulative net losses of 10 billion FCFA during the same period.Yet, the broader public sector companies in which the State is a minority, have generally achieved a cumulative net profit of 144 billion between 1982 and 1988, more than 20 billion per year on average.(It makes sens when state companies revenues go straight to the French treasury and other debts repayment but the privates do not have these situation and there are mainly French)
The diagnostic error is the failure to take into account the reality of relations between non-market corporations and central government at that time. By simply purely accounting data without going into mechanisms of corporate governance, the error then became inevitable for an international civil servant not aware of national realities. Consider this simple example to illustrate the error, from my experience as CEO of BNETD (Crown Corporation with a capital of 2 billion FCFA) and member of the privatization committee from 2000 to 2010. BNETD in charge of the study and control of major works of the State, realized for the state and controls for studies about CFAF 7 billion and the state decided, based on its financial resources , to  pay only CFAF 2 billion in the form of subsidy, which had an impact on the financial results of the company showed a cumulative deficit of more than $ 9 billion FCFA in 2000 and a bank overdraft of $ 9 billion FCFA the same year. Instead of liquidating BNETD or halve the size as recommended by the donors(IMF/WB), the government under President Gbagbo, who took the decision to avoid the privatization of strategic sectors, opted for restructuring benefits by contracting with the State of BNETD and increasing autonomy in the private market and internationally. In 10 years, the BNETD went from  an accumulated deficit of more than $ 9 billion FCFA and a turnover of 5 billion to a turnover of 39 billion FCFA, retained earnings and positive increased its workforce while doubling wages to stem the exodus of expertise. The situation is almost the same BNETD all Crown corporations.
This courageous decision to restructure state entities from privativatisation that has saved many state-owned enterprises (around 44). Those waiting to be restructured (34), will certainly never do given the new direction of the current economic policy which has opted for selling off or liquidation of public enterprises. The finding of the success of this restructuring was made incidentally by the current government of Mr. Alassane Ouattara through the release of the Council of Ministers of 29 June 2011 relating to this subject. Indeed, a report by the care of the Ministry of Economy and Finance, on the basis of financial statements ending December 2009, reveals that the Government of Côte d'Ivoire has in its portfolio 82 companies, including 30 companies State enterprises and 52 public financial contribution. According to the report, "44 companies have achieved net income beneficiaries a total of 153.57 billion CFA francs, four companies have a zero result, 14 companies had a net loss of 113.21 billion CFA francs, and 20 companies did not produce financial statements for various reasons (bankruptcy, provisional administration, shutdown, restructuring, governance problems, etc.). ". Instead of continuing the logic of restructuring, alas, Mr. Alassane Ouattara true to its mission of international civil servant despite his clothing as Head of State noted, in the same cabinet, "the high number of companies public financial contribution "and requests that the number of Crown corporations or public financial contribution, is down 25% over the next 12 months" The error sincere or intentional (it depends) Mr. Ouattara has failed to cure the evil unlike China or Asian countries and some countries in South America, but has not only to stripped  the country of its economy and its sovereignty but it also contributed to his immersion in a sea of ​​poverty and debt.(That's the unfortunate evil plan of the multinationals to subdue rich African countries in their quest toward the new world order)
The privatization policy was therefore an ideological objective, economic and political. Wind-driven liberal 1980s, the Françafrique hid his face under the mask of good governance and the fight against poverty to make off with emerging economies by direct control of
states enterprises and economic  and target countries politically and militarily   . Erected in the private sector panacea source of  growth turned the machine of inequality, debt and unemployment that plague States. The classical solutions of economic looting as practiced at the time of slavery and colonization and returning with new pretexts with the wars of economic conquest (Afghanistan, Iraq, Libya, Ivory Coast, Syria soon, etc. .) wont work in face  of competition from emerging countries. They enrich  multinational and impoverish states and Western nations who vote regularly change to give hope for a better tomorrow. It is this policy which we all know the wrongs and limitations that Ouattara serves us with today. Like in the past, he will use his favorite crime: selling off the assets of the Côte d'Ivoire. As we know yesterday but the one who sells but do we really know who buys or resale ?To be continued.

What the UN not telling about Ivory Coast


The couple Ouattara: A couple of (real) witches.


In Africa, when a situation is beyond comprehension, we speak of witchcraft. For the Cartesian found on this page  forgive us if we use a term which the rational has nothing to do with. Is that the actions of this couple apparently follow no logic.On one side we have Nouvian Dominique Ouattara Houphouet Folloroux Vamoussa Fadiga (no less, but we need to honor all who have helped in her social ascent), chair of her own founding ,Children Of Africa. The foundation according to its charter, is supposed to save African children from the evils that undermine their existence, evils often caused by adults. During the civil war in Côte d'Ivoire, Dominique Nouvian Folloroux Vamoussa Fadiga Houphouet Ouattara (affectionately known in Ivorian household as  Mami Botox) was made ambassador for the fight against child labor. Noble cause we do not disagree. Especially when we know that her son is the local director of Armajaro (one of the largest exporters of cocoa in the world), was one of those who benefited from of children labor (if that was the case in Ivory Coast). Good move ... Mami Botox in principle therefore fought against the exploitation of children. But now, as the last name on the list of benefactors suggests, Dominique Nouvian Folloroux Vamoussa Fadiga Houphouet Ouattara is the current wife of M.Ouattara.  And yet M.Ouattara was for ten (10) years the principal financier of the rebellion that installed him (thanks mainly to the contribution  multinationals and  foreign troops) to power April 11, 2011 in Côte d'Ivoire.In 2002, a few months after the outbreak of the rebellion in Côte d'Ivoire, believed  M.Ouattara rebels thought it was a good idea to take some pictures of their soldiers. And surprise! Among the recruits of the rebellion, one could recognize the ... child soldiers. Yes you read that right, and you can also see in this picture. Young children, boys and girls (not to discriminate) were engaged by Mr. Ouattara, husband of Mrs. Dominique Nouvian Folloroux Vamoussa Fadiga Houphouet Ouattara.If we follow the logic in this case, we can say that Ms. Dominique Nouvian Folloroux Vamoussa Fadiga Houphouet Ouattara saved children so that her husband would send them to death as child soldiers. Well if these are not witches, then we  don't know what to call them.ACC-Communication

I guess witchcraft is beyond the UN mandate and their mission does not include X files but we got the proofs and the UN knows about them. Why nothing is done to punish the responsible , while the UN exhibiting mascot Kami and pretending to care about Chldren issues?In which  case  Children concerns have to be resolved and taken to justice ?

The UN in a comedy called "concerned about Ivory Coast"

  According to the daily "Inter", the Special Representative of the UN Secretary General in Côte d'Ivoire, Bert Koenders has expressed concern over the slow pace of national reconciliation. He met Charles Konan Banny, the President of the
Dialogue  Truth
and Reconciliation Commission(  CDVR) , saying it is urgent to resume political dialogue as for the United Nations, the dialogue is essential to stop any violence in a country. About Banny, he stated that the post-election violence still leave sores among populations. Therefore, Helen Clark, UNDP Administrator he received acknowledged that  "in Côte d'Ivoire, reconciliation will be difficult." This is also what was reported by the "Mandat"(another daily).

If the UN is concerned about the country, Alassane Dramane Ouattara, he is not pleased with her, according to the newspaper "Soir Info." Because, according to "La Lettre du Continent" it quotes the Ivorian head of state expected UN involvement in the fight the during the recent violence made
against ​​his regime. But in vain. She assured the minimum service. He also deplored the reduction in the number of soldiers of the UN Mission in Côte d'Ivoire. Specific measures taken, he says, forcing Ouattara to dialogue with the opposition because it is he who "prevented Banny to visit Laurent Gbagbo  at the Hague."

Now lets be serious and stop playing with the lives of people. How can Mr Bert Koenders concern and even worse  slow pace of national reconciliation.when the first element of the reconciliation is concealed by the UN ? To start with this crisis wouldn't happen if hasn't been for the  plotting of the Multinational corporates clothed in international institutions such as the UN(with the French mafia)IMF, EU ICC etc  to overthrow the choice of the people of Ivory Coast President Laurent Gbagbo. We don't have to Sherlock or inspector Colombo to uncover the plot 19 Sept 2002 a rebellion financed by multinationals through Ouattara attempted a coup and failed. The legal government of Gbagbo asked the French for air support in order to eradicate the rebellion made in general of foreign elements but the answer was no pretesting not to intervene in domestic affairs despite the foreign involvement. And  yet they decided to interpose themselves between the legal army and the rebel when the Ivorian forces were about to Few time later the legal army decided  to finish the unfinished job. In all this not a single condemnation from the UN and any other institutions and meanwhile the French at the UN and st home through all sort of manipulations imposed a coalition government made in majority of rebels with Gbagbo as president and a rebel as premier minister. Then we went from treaties after treaties until the last one in Ouagadougou Burkina Faso. Now we should keep in mind that the foreign elements in the rebellion as well as their base were from Burkina Faso ,so we cannot talk about a neutral country here. Talking about neutrality it's not a secret that France with all the interest in Ivory Coast is not neutral either so we wonder how all the resolutions against Ivory Coast were initiated and draft by them without anyone opposing it but worse how could they impose themselves as part of the impartial forces ? Inspector colombo would had stopped all right there. We  won't take you to 30 years back when the all plot started but we'll bring light on one of the darkest coup of the century.So we are back with the Ouagadougou treaty which led to the well planned rigged election. Oh by the way Ouattara is a Burkina Faso national and one of the treaties was very insistent on the change of the constitution to naturalize immigrants mainly from BF.President Gbagbo used his power to bend the constitution and make Ouattara an exceptional presidential candidate against the constitution. Knowing that in real time the Bukina Faso national would not even reach 16% but he never thought of the international community plot. To cut the long story short the Ouaga treaty required a full disarmament of Ouattara rebel faction occupying the North before election could take place and this done by the UN/French forces. The UN/French did not disarm the rebel and all was well planned as result we all know what happened during the election. Mass frauds. exaction, irregularities etc in the rebel occupied zone in te North. The UN representative at that time Mr Choi does not see anything wrong with all that and declare contrary to the constitution then annonce a non finalized result and certified it without the presence of the rest of the iec but worse at the head quarter of Ouattara in front of foreign medias. Knowing that the UN was already involved in an election fraud in Afghanistan which they certified as transparent and democratic while the recounting after the disputed results proved them wrong (as was also the case in Haiti )on which basis the UN refused to recount the Ivory Coast disputed results ? We are challenging anyone to prove us wrong that we are dealing with a plot in Ivory Coast we even would like the UN to sue us for defamation but they won't . Being part of the plot it t makes more sens for them to conceal the truth which in fact is the key for reconciliation...Notice it says Dialogue  Truth and Reconciliation Commission(  CDVR)..So truth no Justice and Justice no  peace ..But guess who hold the key ? The UN of course. A simple example Mr Bert Koenders has not yet answered to Inner City Press question regarding Nihably killings. He has not answer yet for the Duekoue genocide and he's talking about slow pace while he's the one and the UN holding on everything. Start first with who really won the election and reconciliation would naturally come. Or keep playing and concealing the truth and you'll be playing yourselves until you leave that country.

Can we have a witness ?

 

According to the Burkina Faso weekly Bendre, 100 Soldiers (RSP Presidential Regiment),those who have distinguished themselves with ardor and passion by taking Ouagadougou hostage last April 14 and 15 were assigned to the security of Bukina Faso national imposed as president to the Ivorian by the so called international community. This "gift" from Burkina Faso president to  Alassane Dramane Ouattara cost Ivory Coast 50 000F/dailly is 1500.000F/monthly per soldier.
To believe the  Burkina Faso
paper, Blaise Compaoré has chosen to "clean up" his Special close up bodyguard team of the most "stubborn" by sending them to his fellow countryman  Alassane Ouattara's  ... which will be paid well enough to forget some of their complaints.

For years we have been labelled xenophobes because we exposed that our constitution forbids that a non Ivorian presents himself/herself as candidate for presidency. all the so called  international institutions and NGO's through lies and manipulations pressured the Ivorian to change their constitution to allow this Burkina Faso national to be candidate. Yet even the holy scripture commands that we do not have a non native as the ruler of  the nation. we have many examples as this can result  to. President Gbagbo as real peaceful man accepted to make a special concession to this diabolical demand by permitting Mr the Burkina Faso national to present himself presidential election not suspecting the plot of the "international" community which is in fact the multinationals which the head of Western state countries(US, UK, France, Germany) as theit trade representatives and the institutions. UN/Licorne, IMF,   EU. ICC etc as instruments (whether political, military, financial and judicial) of pressure . Why a Burkina Faso national imposed to  the Ivorian despite their choice President Gbagbo ? The biggest immigrant population in Ivory Coast is from the Burkina Faso , a very important work force which the French knew they could exploit in their favor in order to maintain their grips on the country ,. For this  " socio-ethno" political manipulations were put in action to achieve the goal. The media, NGO. the UN (all resolutions against Ivory Coast  were initiated and draft by France all this against UN charter of neutrality and impartiality). France even imposed themselves as part of the "peacekeeping" forces another fraud against the neutrality and impartiality knowing the historical background of both countries it could not be ignored that France has everything to do with Ivory not being sovereign and autonomous and that's  exactly what the country is right now. . So by imposing a Burkina Faso national who he would be willing to give up the country riches to the multinationals , note that he's from the IMF and was already imposed to Ivory Coast more than 20 years ago through another diabolical  program of structural adjustment . A program which in fact an official  financial fraud to rip off  countries  which are extremely rich in resources by "impoverishing  " them through that program then set them as HIPC (Hight Indebted Poor Countries) a fancy financial mafia definition to hide the fact that it simply means bankrupt countries to be taken over by multinationals which support the IMF. . This was very well plotted for years.

 Mr Alassane D Ouattara from Burkina  Faso the former IMF Director for Africa was made President of the Ivory Coast by the so called international  community against the choice of the Ivorians who was Gbagbo the democratically elected legal President. And the BBC wonder why the truth commission set up after rigged election  is unable to work properly when truth and justice are absent from the whole issue. All the Ivorians are asking for is the recount of the vote the establish the truth the the release of all those who are illegally incarcerated .

UNITED NATIONS, August 29 -- As France's month as President of the UN Security Council comes to an end, on a day when its Ambassador Gerard Araud canceled not one but two media stakeouts, it seems time to review the first 29 of 31 days.
  The focus, if there was one, was Syria. France presided over the dismantling of the UNSMIS observer mission, both in the Council and through Herve Ladsous, the fourth Frenchman in a row to head UN Peacekeeping.
  On June 15, Ladsous's DPKO notified the Council that it would limit mobile activities in Syria. After that, the night before the mandate was extended for a "final" 30 days, a Security Council source complained to Inner City Press Ladsous had UN planes from UNAMA in Afghanistan idling on the tarmac in Beirut, eager to pull everyone out.
  But France in August outright dropped the ball on other important issues. On Sudan and South Sudan, now three weeks after Thabo Mbeki briefed the Security Council, no Presidential Statement has been issued.
   Sudan's Permanent Representative bragged to his state media Sudan Vision that Araud told him the statement is not needed. Inner City Press wrote and tweeted about it; France never confirmed or denied or took any more public questions for the month.
  To be fair, Araud did more stakeouts and took more Press questions than expected, or than he did 15 months ago. And given that it was August, some of the lack of impact can be excused.
  Throughout the month, things got worse in Cote d'Ivoire. But no investigation was ever completed into allegations the UN Peacekeepers actively pushed Nahibly Camp residents perceived as Gbagbo supporters into the crowd to be beaten. No meeting was called to re-think the planned cost-saving withdrawal of an entire battalion of peacekeepers from Abidjan.
  Another big focus trumpeted by France at the beginning of the month was Mali. But nothing was accomplished in the Council during the month. When Inner City Press was able to ask Araud about Morocco's proposal for a UN envoy, Araud said it was France's idea, an envoy for the Sahel. So where is it? Watch this site.

Notre position sur la mascarade appelée CPI n'a jamais varie et elle ne variera jamais. Aujourd'hui, elle se renforce par une posture nouvelle afin que nous puissions réellement aller "jusqu'au bout". Et pour aller droit au but, nous demandons officiellement au Président GBAGBO de déclarer la CPI incompétente et disqualifiée pour le juger. Et alors qu'il exige sa libération pure et simple, ce 18 juin 2012.

En tant que fils de l'Afrique et pour le respect qu'il a pour les peuples qui l'habitent, il refuse d’être davantage trainé dans la boue judiciaire de la CPI et exige séance tenante sa libération afin qu'il regagne son pays, en attendant qu'une Cour Pénale Spéciale Africaine pour la CIV se mette en place pour que tous les protagonistes de la crise ivoirienne y comparaissent, en équité et en droit. Nous avons foi que notre cri du coeur parviendra au Président GBAGBO. Nous avons foi que ce digne fils de la CIV et de l'Afrique refusera de jouer sur le terrain de l'arbitraire et du mépris judiciaire à puanteur raciale. Nous demandons au Président GBAGBO d’écouter les pleurs de ses enfants afin qu'il leur donne des raisons d’espérer en l'Afrique. Car nous savons que si l'ONU, instrument de mépris des dirigeants africains, a écrit les règles de la CPI et a accepté d'y déporter le Président Laurent GBAGBO, ce n'est pas pour qu'elle et ses ordonnateurs occidentaux y soient confondus, mais c'est tout simplement pour y parachever une entreprise de diabolisation, d'humiliation et de domination ayant déjà fait trop de morts sur le continent africain.

Our African trainees are highly educated, they have nice
military outfits handle the French language so remarkably, but in the course, they bring us nothing. Simply because to my knowledge, throughout Francophone Africa, there is not a single center of Strategic and International Studies with real professionals at its head. I'll explain why I have no hope for this continent. When I speak, the world is faced with three major issues: energy, defense policy and globalization. Give me one instance where Africa brings something. Nothing!
Start with the energy, namely oil. All internationally recognized experts are unanimous in recognizing that the next 15 to 20 years, this resource will be scarce and overpriced. In 2020, the oil price will be around $ 120. Is aware of this fact that countries such as the USA, France, China, United Kingdom, etc.. have established task forces to study and propose solutions that will enable these nations to get its hands on the world's resources, to ensure that whatever happens, their supply will be provided. Now, what do we see in Africa? The leaders of this continent are not even aware of the danger that awaits them: simply find themselves bereft of oil, which means neither more nor less than a return to prehistory! In a country like Gabon, which will see its oil wells dry up within a maximum of 10 years, any safeguard measure, no alternative measure is taken by the authorities. Instead, they pray that we find other deposits.In Africa, oil has no strategic challenge: you just need to pump and sell. The funds collected are two directions: the pockets of executives and traders weapon chests. This is pathetic.
Secondly, strategic defense. The moribund African armies is so advanced that any armed movement with some pick-up and Kalashnikov is able to rout it. I think it is more  about
internal repression armies  than war or intelligent defense. Why? Because, compared to the armies of developed nations, China, India or Pakistan, African forces are more reminiscent of the Middle Ages that the twenty-first century. Take for example the case of the anti-aircraft defense.There is almost not a single country which  has a defense system equipped with modern anti-aircraft missiles. They still use anti-aircraft guns. The cards that have some their staffs date of colonization! And no country has access to satellites able to learn about the movement of people or suspicious aircraft in its airspace without the help of foreign forces. What is the consequence of this inertia? Today, countries such as the United States, France and the United Kingdom can destroy in one day, all the structures of an African army without sending a single soldier on the ground ... Alone using satellites, cruise missiles and strategic bombers. In my opinion, and I think I am dreaming, if African countries got together, and each agrees to only 10% of its military budget to a continental center of research and application of defense systems, the continent can make a giant leap. There are Russia, Ukraine, China, India, hundreds of scientists very high level who are willing to work for 3000 U.S. dollars per month in order to deliver sophisticated weapons manufactured on the continent and for your defense. Do not think I'm kidding. Should never be naive. If the survival of the West through recolonization of Africa and the control of its vital natural resources, it will be without qualms. Do not think too much international law and the principles of peace, it is always the weak who cling to these illusions.
I think it's time to replace your officers (90% are dad's son who will never go to  war and I know whereof I speak) by scientists capable of conducting research and development. But I'm skeptical. I think it will remain continent down to sleep until the day when the sky will fall on his head.
Finally, globalization. Unfortunately, as in all other matters which have had their day, the African trainees we receive is excellent mechanically parrots who repeat the arguments they hear in the West. Namely, it is necessary to make human help poor countries cope. You know, in my job, there are realities that I can not tell you about, but I'll tell you anyway. Globalization is just the modern form of perpetuating economic inequality. To be clear, I will tell you that this concept has a purpose: to keep poor countries as sources of goods and resources that would allow rich countries to maintain their standard of living. In other words, hard work, hard, low value-added and impractical in the West will be done in the third world. Thus, the electronic devices that cost U.S. $ 300 in 1980 always return the same award in 2006. And since Africa has not a coherent plan for economic development and independence, it will continue to be a reservoir of consumption which will be filled with all products manufactured in the world.For me, independence means first a degree of autonomy.
But when I see that countries such as Senegal, Mali, Niger, Chad and the Central African import nearly 45% of their own food from abroad, you understand that simple military embargo on supplies of goods and services enough to destroy them.Finally, I'll tell you a story. History shows us that coexistence between peoples has always been and will always be a balance of power. Then the officials who will be there on a diplomatic status, overpaid, inefficient and unable to think without the help of Western experts, will simply do copy and paste, it will be one among the many mess of the continent. Before your foreign ministries  do analysis on how the world works, they would do better to first make your(Africa) own "interest". "

We should not think too much international law and the principles of peace, which is always spelled out for the weak who cling to these illusions. Given that the UN/ EU/ICC  are nothing but instruments in the hand of the multinational corporates building the new world order or globalization. The
Globalization is just the modern form of perpetuating economic inequality. A concept  which has a purpose: to keep poor countries as sources of goods and resources that would allow rich countries to maintain their standard of living. In other words, hard work, hard, low value-added and impractical in the West(so far but soon applicable in the West with pressure of the big corporates) will be done in the third world.To put it in simple but harsh way the modern day slavery is on, debt, asset freezing, sanction, embargoes(though the instrument such as UN/NATO/EU/IMF/ICC etc ) have replaced the chains and the whips .

Today, countries such as the United States, France and the United Kingdom can destroy in one day, all the structures of an African army without sending a single soldier on the ground with the help of the UN/NATO. But today as during the old slavery days where there were people who were humanitarians have moral in the West and in Africa  we also have the breed of movers and shakers who would stand in the gap to do what they ought to do.
